I have a friend in Canada who has bought a new pc, but the graphics card won't fit. Will it fit in a european pc, I assumed the voltage is set by the motherboard, but I don't know if graphics cards are set to run at lower voltages in the US and Canada. He also has a CPU to give away, so the question applies to this also.

I think computer standard applies worldwide. For the graphic card, you should check its type, is it PCI, AGP, or PCI-e. Check your motherboard to make sure the graphic card type is supported. This is also applies to memory and CPU, always check what type of memory and CPU is supported by your motherboard.
All PC power is supplied by a power supply, check the power supply specification to see the voltage required.
